Michael, I never heard anything like this, be careful about exentric guy who make false rumor on the web.
Maybe there is a confusion about Monaco's numismatic association. Members of this association received automatiquely a coin at lower price but they can't order a second coin during issuing day. No way to be a member, quota of member is locked.
The main reason about trouble when do the payment is connection with secure bank web site overloaded.
Remember: Following MTM rules, orders will be checked and if there is several order with same IP adress or same credit card, they may cancel orders or ask you copy of ID card to check your identity and customer really exist.
In case of multiple or fraudulent orders, the Stamps and Coins Museum reserves the right to cancel the order and apply a penalty fee of €35 for shipment

Personally I feel the Monaco does it right with the queue system they have, it's not perfect but better than all the rest.
there is only 7500 coins for sell on MTM.
I also assumed all 15,000 would be available from the online store.
What do they do with the other 7,500?

7500 coins available for sale to collectors. Other 7500 coins are for governement gift to VIP and/or reserved for registered coin dealers.
MTM ,don't decide coin dispaching. Decisions are taken by the Ministry of Finance under the control of the Palace.
