I don't think that more coins will be srtike.
For each country in euro zone ECB fixe total amout of coins could be strike during the year, then the country is free to strike any coins at face value between 1ct to 2€ in condition do not exceed amount fixed by ECB.

That is unfortunate then... Commission should not really allow nonsense like limited 7.000 copies coin mintage, it is very predictable what is going to happen in cases like that

Even if they mint more wouldn't they have a 2025 marking? Making the proof ones just as rare but perhaps not as necessary to a collection

They have done whatever they wanted.
I submitted my application at 08:32 (at that time, I downloaded the confirmation slip) and never received a response.
Since I’m persistent, I’ve been sending them emails, which, by the way, they’ve always replied to. In all of them, they’ve told me that I wasn’t one of the lucky ones.
After the last email where I asked about those new emails they’re now sending to users, they told me that the coins were sold out during the first phase and that there are none left.
Not even they believe that.

I suppose this low mintage was decided by a stupid employee working in office and don't know what 2€ collection is.
7000 proof coins is a correct mintage if there is thousand hundred BU and / or UNC available
