Where can i get the new 2013 CC coins? Is it possible to get it in the bank in SLuis? Because i'm from Belgium, and SLuis isn't far from here...

They will be distributed the same way as last 2 years, in fact menaing it will be very hard to get them uncirculated because they will be mixed with circulated coins.
