Got this today.
The coins will be out to the public on the 20th. only 5 coins per person will be given at the teller and apparently there is no other way the public can get more. PTSB, BOI and AIB said the same.

It's really strange... What will they do with the 4.500.000 pieces? Somehow they have to put them in circulation.

Yea I and other collectors have had this conversation with them over the Flag coins. I went to the Oct coin show on the Sunday, two people in the line waiting, "oh we have to hold them to ensure everyone can get some", "there is two people here how about ye sell the coins to people who actually buy them" two people on a Sunday at a stamp show............it was like talking to a wall. They have less than zero marketing skills and they really not collector focused (a bookmark what collector wants a bookmark, tourist maybe, but they have to go to the central bank to buy it), it's a take it or leave it, they are civil servants and don't care.
