New VAT fee

Because of a european new laws, from 1st july 2021 for ALL items coming from outside UE we pay VAT .
By the law, Vatican, Andorra, San Marino and Monaco are
NOT UE members, they had a agreement with BCE to mint and use Euro currency.
This morning I received my Vatican BU set, amount tax was 16.29€ ! 4.28€ for VAT and 12€ for french postal service !
I do not collect it, uselly I ordered and sale at buying price but now my buying price will be the same than dealer
I will probably stop order to Vatican.

it is your choice, just a few euros is a problem at all.

In fact nothing has changed for the Vatican BU sets with EU law changes. Items over 22 euro from outside EU were always eligable for paying VAT.
Now this has changed so you have to pay VAT from the very first cent.
I think this change triggered a change in procedures at post- and other transport companies.
In Netherlands I only once paid VAT for Vatican/San Marino/Monaco and the recent BU from San Marino and Vatican both arrived without paying VAT.
I also discovered the more expensive shipments from Vatican will be send by courier and tracking show they started their journey in Rome, so maybe that is an option too.
@jore €12 for handling costs is almost as much as the €13 Dutch post used to charge for this. Since the new procedures Dutch post changed fees, it is now only 4 euro when everything is handled electronical and 7 euro when you have to pay a a post office.
Makes me believe I always paid far too much in the past...

Luit is right. Nothing changes for shipments with value over 22€.
This is the reason why I haven’t bought San Marino BU sets at UFN for years, because it’s simply too expensive. It is much cheaper for me to buy it from coin dealer (or even better, at eBay).
But I think this change will have a big impact on the delivery times of shipments. I can’t imagine how customs will process all shipments besides those from China.
At least in Slovenia, customs charges 10€ only if they have to open a shipment and check the contents. If they don’t need to open a shipment, they charge lower fee. Higher fee could have been avoided if the invoice had been inserted into the plastic bag outside of the shipment. Or even better. If Europe is adopting such directives, then they could also build a system where the seller would send the invoice and the shipment number electronically, which would certainly simplify the procedures and reduce cost for customers. At last, a large part of the new financial packages is supposed to be dedicated to digitalization...!?!
Unfortunately, reducing cost for customers is not the aim of this change, I think...

The main targets are, at least I think so, Chinese web shops. Coin collectors are only collateral damage.

I'm Vatican registered customer from 2004, I always ordered BU set and 2€ CC, this is the first time I paid extra fees.
The postman tell me he had a lot of same fees for chinese (and other) from 1st july and confirm is it a new law, for every parcel coming from outside UE fees are apply from first cent.
Anyway it seems french postal service is like a lotery, I read on french forum that some people received without tax and other (like me) had a tax for the same shipment
Wait and see...

That is correct, but Vatican BU was already many years over 22 euro (I remember 2002 was only 12 euro) and therefore there should be no changes for the BU set.
Nevertheless I think many postcompanies changed procedures because now all packages outside EU should be paid VAT for.
I think in the past they just tried to pick packages that look valuable, because checking all packages and then just let most of them go because value is under 22 euro limit is not a very satisfying job.
Maybe not all employees know Vatican is outside EU...
