At same mintage for these 2 coins, why Portugal coin is so expensive ?

Anyway, since the Mint is not distributing the rolls, are cheaper than rolls of 2011, it´s easy buy them in some Portuguese forums at 90 euros plus shipping cost, it was impossible with Portugal 2€ CC 2011.
