I want to report a but swap i hat with tonyno 1992 from FRANCE,we had an agreement for a swap 4 coins vs 6 coins REGISTER mail he sent his letter REGULAR , i send my letter register and he received my letter,I RECEIVED an envelope with no coins ,when i mention to him we agree to sent me 4 coins instead of 6,then he asked me if he can sent me only 3 coins ,i said ok and his answer was he is not going to sent me any coins because is not his fault,i want you people to be careful when you deal with this person and also give me your opinion about this situation..

It was cut and taped with France post office taped,but the important is while he send non register letter when we agree for a register letter and i send my letter register?

the question is: would would have got new coins from your swappartner, if you didnt receive the letter?
and makes it a difference, that it was sent unregistered (i mean that there were no coins in it)?

If you agreed that coins will be sent registered and he didn't do it, then I think he should resend you all coins again - in registered shipment.
If any swapper decide to save some money on shipment expenses it is his responsability.
To avoid such situations I alwasy do lager swaps and send my coins insured, so that I get money back in case if anything goes wrong.
