What are the most difficult 2 Euro CC's to find?

Hello,
I was wondering if you could give me your opinion on what are the most difficult 2 Euro CC's to find.. In my opinion it is in this order of difficulty, I've put a price as to what it may cost. I've not included San Marino nor the Vatican, just 'normal' countries:

Finland 2004 - Fifth Enlargement of the European Union (Extremely difficult) €40
Slovenia 2007 - 50th Anniversary of the Signature of the Treaty of Rome (Very difficult) €25
Malta 2011 - First election of representatives in 1849 €12
Portugal 2011 - 500th Birthday of Fernão Mendes Pinto €10
Netherlands 2011 - 500th Anniversary of the Publication of The Praise of Folly by Desiderius Erasmus €8

Really I don't know if there are more which should be included in this list. Let me know your opinions.

In my opinion it is 2E CC PP :
Spain 2007 =280E. Only 1800 coins and only in annual set.
Belgium 2005 =180E
Finland 2004 =170E
Finland 2006 =210E

To the list of standard we can add:
Spain 2009 2E CC big star =28E.

You will fine each on eaby from time to time. All are very rare.
